I usually try to set up in EoA that potential war with the Shoanti is part of the reason for so much tension in Korvosa.
He might have picked up rumors that the Sklar-Quah are actually preparing for war, and decide to return to the Cinderlands to talk them out of it (unsuccessfully, of course). Return has several Runelords directly interacting with the PCs, including Sorshen, who was likely released b/c of the events of Crimson Throne. their PCs from Rise would've interfered with the happenings of the Crimson Throne if it would've played after their main adventure. IIRC the players even have the option to switch to their old PCs for the end of the adventure.
